The competition of “working one hundred days to achieve half of the annual tasks” has come to an end. Kaifu District took eight special actions and achieved fruitful results amid the 100-day competition.

The new changes and achievements of Kaifu amid the 100-day competition are fully demonstrated from the following eight aspects.

1. Upgrading and expansion of old business circles

On June 26, the shantytown renovation project of Douling Branch Rd finished 98.38% of the land expropriation, reaching its goal of 90% ahead of time. Eight shantytown renovation projects were completed, so that Wujialing business district was expanded by nearly 200,000 square meters. And HC International Plaza, 300 meters high and the tallest building in the north of Changsha, also adds more strength and confidence to the development of Wujialing commercial district.

According to Xie Weifeng, head of Kaifu District, the district has made utmost efforts to promote the construction of projects and solve relevant issues of land expropriation and relocation of residents.

2. Effective utilization of idle resources

Beichen A1D1, a ship-like building, has been stranded there for six years. As soon as it was completed at the end of 2014, it encountered the cold winter because the traditional retail industry was hit severely by e-commerce. Until in January this year, taking advantages of making idle ‘assets, funds and resources’ profitable in Kaifu District, COFCO signed a contract with Beichen to launch its joy city brand into Changsha for the first time. More than 300 international brands have settled, generating the total tax revenue of over 100 million yuan per year.

On June 23, the fiscal and tax promotion meeting of the city’s 100-day competition was held in Kaifu District. The Joy City and Jinxia 1094 plot project were rated as the model of making good use of idle social assets and state-owned assets. Kaifu screened and verified repeatedly the real situation of the existing idle resources in the district. In the first six months this year, the total funds of 1.375 billion yuan were put into better use.

A piece of land was acquired by two companies with the price of 2.825 billion yuan, which was the first land auction after the epidemic. Jinxia Development Group completed the sales income of 11.6298 million yuan of residential assets of Jincan Building; Jinxia Dvelopment Group and Kaifu Urban Investment Group strengthened the operation and management of state-owned operating assets, achieving capital lease income of 21.64 million yuan and 29 million yuan respectively. The District Finance Bureau actively connected with the superior departments, so that 124 million yuan of the surplus funds was cleared up and recovered, and 300 million yuan of the district’s current funds was cleared up.

3. Investment promotion

19 key industrial projects including the headquarters of Hunan Medicine Group and the central base of Guangdong Tianfu Retails introduced, with a total planned investment of 18.5 billion yuan. There are four projects with the investment of more than one billion yuan each, three with more than two billion yuan, one with more than ten billion yuan and five “three types of top 500 enterprises” projects.

The district focuses on the development of four major pillar industries and the construction of “three kinds of top 500 enterprise” projects. It also laid emphasis on commercial buildings, and carried out various investment promotion activities, so as to boost the high-quality development of economy and society.

Malanshan industrial park has introduced 346 video cultural and creative enterprises through video conference and online investment promotion. What’s more, government plus enterprise service stations for 12 high-quality professional buildings will be built to provide one-stop services. 342 new enterprises have settled in key buildings, and the district has sold 113,000 square meters of commercial buildings.

4. Accelerate the construction of new projects

As early as February 25, 10 projects with a total investment of 4.018 billion yuan started construction in Jinxia Economic Development Zone. 10 projects were contracted with a total investment of 38.2 billion yuan. Many leading enterprises of cross-border e-commerce also signed agreements with Jinxia.

Up to now, Malanshan Video Cultural & Creative Industry Park and Jinxia Economic Development Zone have held three events for projects. 44 projects were signed or started with a total investment of 55.198 billion yuan. The District Bureau of Development & Reform makes utmost efforts to promote the construction of projects and stabilize the investment growth. 171 planned projects are under construction, and 28 new projects in the district started construction. It’s estimated that the district completed 67.2% of the annual project investment plan from January to June. And the fixed investments increased by 4.9% in the first five months.

5. Emphasis is laid on the high-quality development of three industrial zones

23 key projects with a total investment of 12.58 billion yuan started construction or signed agreements in Malanshan Video Cultural and Creative Industrial Park on June 28. Among them, Hunan HuaDream Software Development Co., Ltd, the first enterprise in Hunan to produce 3D animation integrating motion capture technology and unreal engine, invested 400 million yuan to build the biggest animation, television and game headquarter base in Hunan Province.

Kaifu always adheres to the regional development as its engine to promote economic development. Jinxia industrial cluster zone has carried out land expropriation in an orderly manner and introduced four smart logistics projects and 2 smart manufacturing projects with more than 100 million yuan each.

In Malanshan park, 4.65 hectares of land were transferred, and Greenland V-island, Xingwang Technology headquarters and Juheng Group headquarters are under construction. 

6. To accelerate the construction of smart Kaifu through software industry

Relying on the “two parks and two buildings” (Jinxia Economic Development Zone, Malanshan Video Cultural and Creative Industrial Park and Fuxing Financial Center and Kaile Micro Valley), Kaifu laid emphasis on the software and video industries to boost the high-quality development of software industry in Changsha.

The first state key laboratory for 5G-based videos and multiple LiveApps officially opened in Malanshan park. The District Department of Industry & Information Technology has issued a series of measures to accelerate the development of software and information service industries in Kaifu for the first time. It built the Kaifu software industrial park and related industrial chains in Kaile Micro Valley. What’s more, the bureau provides targeted services for enterprises to solve its actual problems and difficulties.

The district made the most of new 5G-based infrastructure, 1,091 base stations of 5G were built from January to May, realizing the coverage of important places such as Wuyi business district, surrounding areas of district government and key universities. 39 “four types of new enterprises above designated size” were registered, with a significant increase of 29 units compared with the same period last year. From January to May, there were 3,864 existing software enterprises in the district, with a new carrying area of 103,000 square meters, providing 6,542 jobs.

7. Providing financial supports for enterprises

A person in charge of Hunan Tianrun Biomedical Co., Ltd said that Jinxia Development Group reduced the rent of 180,000 yuan for the company amid the pandemic, greatly easing the operation burden. From January to June, the district has provided financial supports for enterprises with a total fund of 234 million yuan, and reduced 275 million yuan of social security expenses for more than 10,000 enterprises.

Kaifu Bureau of Commerce has carried out various consumption promotion activities to tap consumption potentials. From January to May, the district’s retail sales ranked first across the city.

The District Bureau of Commerce and the District Logistics & Port Service Center supported pharmaceutical enterprises to export the anti-epidemic materials, developed a new mode of “foreign trade plus e-commerce”, and organized training sessions for cross-border e-commerce business, so as to stabilize foreign trade. From January to June, CRE(Changsha) had run 256 trains, an increase of 68.1% year on year; the value of goods totaled 897 million dollars, with a year-on-year increase of 159%.

The district bureau of culture, tourism and sports strengthened the management and development of culture and tourist resources, made H5 tourism map guide and made full use of scenic spots, hotels and cultural tourism products. Xiufeng Street held the Gaoling Consumption Festival for Building Materials, with a sales of more than 10 million yuan in two days.

8. Providing effective services for the development of Kaifu

The district government made utmost efforts to take full advantages of existing resources and increase income. The District Investment Group provided 47,000 square meters of high-quality assets for industry supports. Yuehu Park has 8,000 square meters of property gathering competitive industries, which has introduced many high-quality enterprises. It’s expected to achieve an output value of 100 million yuan and tax revenue of 10 million yuan this year.

Relevant departments took a series of measures to reduce the general expenditures and strictly control the expense on official overseas visits, official vehicles, and official hospitality. The three kinds of public funds were cut down by 31.88%, and the public special expenditure was reduced by more than 10%.

Statistics shows the high-quality development.

The industry indexes are positive.

The output value of industrial enterprises above designated size has reached 4.085 billion yuan, up 5.05%. It’s expected that 2.204 billion yuan will be invested in industries, up 79.56%; 812 million yuan invested in industrial technical transformation, up 65.41%. Also, the added value of industries above designated size increased by 2.5% year-on-year. It’s expected that the added value of scale industrial enterprises will increase by 8% year-on-year.

Key projects develop with great potentials

It’s expected that 67.2% of the annual plan for major project investment was completed from January to June. The declared gross output value of construction industry is 21.5 billion yuan. The district completed 65.4% of municipal infrastructure projects, ranking first among the districts of Changsha. The district has sold 105,700 square meters of non-residential areas.

The tax revenue sees a steady growth

From January to June, the district realized the tax revenue of 3.58 billion yuan, up 51.6%, accounting for 80.7% of the local public budget revenue. And its income quality increased by 8.8% compared with the first quarter.

The retail sales above the designed size steadily recovers

From January to May, the district’s total retail sales of consumer goods reached 18.26 billion yuan, up 0.8% over the first four months. The retail sales above the designed size increased by 0.3% from the first four months, ranking first among the five districts of Changsha.
