1978

XiangYa School of Medicine, Central South University found the unmatchable curative effect produced by using the 10% alum injection rather than deep-freezing or laser treatment in the treatment of cavernous hemangioma. It was appraised as a key scientific and technological achievement by the Ministry of Heh at the National Science Conference.

1979

Bayi Road Trade Market came into service and became one of the eight biggest markets in Changsha.

1980

Beiguang Textile Company in Beizhan Road Sub-district successively manufactured louder-speaker box blankets in four different colors: sky blue, dark blue, bright red and tangerine targeted at decorating radio sets and louder-speakers, which filled a void of textile industry in Hunan Province.

1981

The representative assembly of self-employed operators in the northern district was convened and the first northern district committee of self-employed operators was established with 11 members elected.

1982

The Fiscal and Tax Bureau of Northern District was established.

1983

The Communist Youth League of Qingshuitang Sub-district initiated a “one package service” team jointly with the Youth Leagues of dozens of work units in the district to provide essential help to those elder people living alone and Red Army veterans, which was highly commended by the Central Committee of Communist Youth League

1984

Kaifu government issued the No. 8 document and worked out ten specific measures to fully implement “The Decision of the Central Committee of the Communist Party of China on Reform of Economic System”.

1985

Xinghuo Electric Appliance Plant, owned by a sub-district office, produced and exported 80,000 pull-out fuses to Pakistan, Bangladesh, which made it the first sub-district owned enterprise that entered the international market in northern district.

1986

Ma Ying, a former student of Luyuan Primary School, won the championship of vault event in the 10th Asian Games held in South Korea, earning a golden medal for the Chinese delegation.

1987

Changsha’s first legal service office of sub-district was established in Qiangshuitang Sub-district Office.

1988

The coal-saving Jincheng stove invented by Jincheng Stove Factory was ranked as a national advanced stove with gold award in a national competition held by the State Development Planning Commission, State Economic Commission,  State Environmental Protection Administration and State Administration of Materials and Equipment.

1989

Kaifu government approved the “Decision on Accelerating the Construction of Industrial Base in North District” and purchased 64 mu of comprehensive farm’s land in the outskirts of Changsha City and developed it as an industrial base of northern district.

1990

KDW-3 model three-dimensional space and biped walking robot invented by National University of Defense Technology reached advanced international standard, which was listed as one of the twelve big events in science and technology field in Hunan Province.

1991

The first school of marriage and family in Hunan Province was established in northern district and opened the first session.

1992

Galaxy II supercomputer, invented by National University of Defense Technology passed national evaluation and received the congratulatory telegram from the State Council and Central Military Commission.

1993

Changsha Municipal government approved the “Detailed City Planning Scheme of Northern Changsha City” which regulated its demarcation of a closed area encircled by Zhongshan Road, Xiangchun Road, Huangxing North Road and Cai'e North Road. The area was 801.45 mu and the development area was over 300 mu, which was jointly developed by the district government and foreign developers.

1994

Youth Volunteers Association of Northern District was established with recruitment of 4,000 volunteers. The association aimed at serving the society and helping the unprivileged.

1995

Urban Construction Bureau of Ministry of Civil Affairs granted the honor "Star of China’s Sub-districts" to Wujialing Sub-district.

1996

Hunan Provincial government issued the “Notice on the Adjustment of Administrative Divisions of Districts under Changsha Municipality “and set up Kaifu District

National University of Defense Technology successfully developed the first toroidal tooth spherical gear robot flexible wrist in the world.

1997

The construction of Xiangjiang River railway bridge of Shimen-Changsha Railway was completed.

1998

Zhu Rongji, then-Premier of the State Council and member of Standing Committee of CPC Central Political Bureau, inspected the disaster situation of Chaozheng polder land in Kaifu District and visited the victims that were temporarily replaced in Pioneer Primary School.

1999

Sifangping Overpass on the 2nd Ring Road and the northwestern part of Changsha Belt Expressway was open to traffic.

2000

Jinxia Avenue come into full service after eight years' construction which facilitated the communication between the north and south of Changsha city.

2001

Kaifu government organized the pep rally of shantytowns transformation and initiated the first project—demolition of Simali shantytown on Cai'e North Road

2002

The research of stem cells technology led by Lu Guangxiu, a famous geneticist and professor of XiangYa Hospital Central South University, made a great breakthrough to produce the first therapeutic cloning  embryo in the world.

2003

Jinxia Paper Products Wholesale Market, the first specialized large-scale market in paper industry, officially opened with the first-phase project covering 100 mu floor space.

2004

Lotus Pond Community forged “No Arrears” community and Chenjiahu Community built “Clean Internet café”, which were both recommended nationwide by the Central Civilization Office.

2005

Xianing New Harbor accepted the first and record-high 4,000-ton cargo ship loaded with 140 TEUs.

New Changsha North Railway Station came into service after the integration of north, east, and south stations.

2006

Jinxia Customs Bonded Logistics Center, the first of its kind in central China, went into trial operation.

The fiscal revenue of Kaifu District reached one billion yuan, which made it one of the three districts that surpassed the one-billion benchmark in Hunan Province.

2007

A large scale of land in Xinhe Delta was sold out with record-high 9.2 billion yuan, the highest bid of a single land transaction in China.

2008

Nineteen cooking oil tanks of Jinxia Grain Depot, the biggest and most automatic ones in Hunan Province, were fully completed.

2009

Kaifu Financial Industry Association was established and coordinated 22 financing institutions to provide better financial services to mid- and small-sized enterprises.

2010

Hunan Grain Group hung out its shingle after integration with net asset of 947 million yuan and total floor space of 90.4 hectare. It became one of the top ten companies in grain industry.

2011

Social Management Innovation Hub, the first of its kind in Hunan Province, was established in Liuhe Village of Dongfeng Road Sub-District.

2012

Hunan provincial and Changsha municipal cultural relics authorities announced the protection scheme of the ancient city walls dating back to the Southern Song Dynasty, which were unearthed during the construction of Wanda Plaza: 20 meters of walls will be preserved on its original site with glass cover and 100 meters will be relocated to other place; the sites will be open to the public after the completion of protection facility.

2013

Changsha Wanda Plaza in Kaifu District, the biggest and most comprehensive urban complex in Changsha, opened to the public.

2014

The initiative of demolition of Yazipu area, the biggest and most populated village inside Changsha city, and 97 percent of the villagers singed contracts within 50 days and the project was finished within this year.

2015

Changsha Medical and Heh Industrial Park, the first of its kind in Changsha City, came into operation.

2016

The general fiscal revenue and tax revenue of Kaifu District reached 12.08 billion yuan and 10.35 billion yuan respectively, which ranked No.1 among all urban districts in Hunan Province.

2017

The newly built road from Kaifu Temple Road to Sanyi Avenue went into service, breaking the dead end of the city main road of Huangxing Road.

2018

China (Changsha) Malanshan Video Cultural Creative Industry Park, the first national-level broadcasting industrial park in Hunan Province, was approved by the National Radio and Television Administration. With the ambition to become a counterpart to Zhongguancun in Beijing, it will forge the most competitive and best video base in China.
