Hunan issues first special policy on cross-border e-commerce

Recently, Hunan issued “Measures to Promote the High-quality Development of Cross-border E-commerce” (hereinafter referred to as “Measures”), in a bid to cultivate new advantages in foreign trade development, inject new impetus into foreign trade growth and build a hub for reform and opening-up in the inland region.

In the “Measures”, 13 supporting measures were proposed in four aspects of strengthening industrial development, promoting cluster development, improving element guarantee and facilitating cross-border trade. 

For instance, cross-border e-commerce entities will be given substantial support to expand their scale. Independent brands of cross-border e-commerce will be cultivated. The cluster development park of cross-border e-commerce will be established.

By 2025, the number of cross-border e-commerce enterprises with a transaction scale of over 100 million yuan and 1 billion yuan in the province will have reached 20 and 5 respectively. The number of independent cross-border e-commerce brands with an annual transaction volume of over 50 million yuan will have hit 20. There will have been more than 3 characteristic industrial belts of cross-border e-commerce, over 10 cross-border e-commerce cluster parks and over 20 provincial goods consolidation warehouses and public overseas warehouses constructed and operated by enterprises in the province.

The “Measures” includes five characteristics. First, they are the first provincial special policy on cross-border e-commerce introduced by Hunan. Second, they are effective measures to promote the integration of cross-border e-commerce and industries as well as drive the local economic development. Third, the provincial financial department will provide special funds to support key projects. Fourth, they involve a wide range of aspects like enterprises, industrial development, talent, finance, customs and taxation. Fifth, the goal is clear. By 2025, a group of cross-border e-commerce entities and carriers with Hunan characteristics will have been cultivated.

Six national comprehensive pilot zones for cross-border e-commerce in Hunan have been approved in succession, including Changsha, Yueyang, Xiangtan and Chenzhou. The scale of cross-border e-commerce business and the number of comprehensive pilot zones rank at the forefront in the central and western regions. In the past three years, the average annual growth of cross-border e-commerce business scale in Hunan has exceeded 80 percent.
