Kaifu District accelerates development of ‘new retail’

In recent years, Kaifu District has made precise efforts to cultivate retail enterprises, integrate innovative consumption formats, improve quality and upgrade business district carriers, agglomerate and develop retail brands, and optimize the development environment of enterprises, and promote the formation of more new platforms, new formats as well as new models for commercial and trade circulation. All these efforts have effectively boosted the continuous recovery of the consumer market in the district.

Firstly, Kaifu District attracts high-quality enterprises, optimizes policies, and cultivates and expands new retail market entities. It has set up a special group for investment promotion in high-end service industries, released a 720° investment attraction cloud map as well as a white paper to promote investment attraction, and held investment promotion conferences and land investment promotion conferences in key areas and high-quality land plots to attract high-quality new retail enterprises. 

In 2022, 38 key service industry projects have been introduced, including 4 super traffic IP Wen Heyou projects. Incentive policies have been introduced such as district-level economic development incentive measures and 17 articles for bailing out enterprises, and incentive clauses have been formulated like the establishment of headquarters enterprises, service industry development and brand creation. 85.521 million yuan of support funds was paid in 2022. 

There were 268 trade enterprises above the designated size in the district. The retail sales created by the trade enterprises above designated size reached 750 million yuan from January to October 2022, an increase of 3137.1 percent.

Secondly, Kaifu District improves brand quality, optimizes brand carriers and creates a new retail characteristic development agglomeration. It has worked hard to organically update and create Chaozong Street, an Internet-famous cultural and creative site. 

It invested 310 million yuan and adopted the organic renewal model of “four measures and five principles” to develop Chaozong Street into a national nighttime cultural and tourism consumption cluster, national demonstration pedestrian street and historical and cultural block. 

Chaozong Street has introduced 211 merchants and companies, with an investment attraction rate of 78.9 percent, and the number of shop brands accounts for 50.7 percent, including Wenheyou, Changsha Day + Night and other Internet-famous brands. It was selected as a provincial reconstruction and upgrading pilot pedestrian street as well as tourism and leisure block in 2022. 

Kaifu District invested over 52 million yuan to carry out comprehensive quality improvement and transformation according to the layout of “one street, one city and one square” to create a landmark top Internet-famous food market. 

In Sifang Trade Center there are currently 95 stores, more than 450 night market mobile stalls, 667 merchants waiting to settle in, with an average daily flow of nearly 30,000 people and a peak flow of 60,000 people. It was selected as a provincial reconstruction and upgrading pilot pedestrian street in 2022.

Thirdly, Kaifu District strengthens the brand, optimizes its business format, and vigorously cultivates new retail bench-marking enterprises. It has increased the cultivation of brand enterprises. LBX Pharmacy has been among China’s top 100 pharmaceutical retail enterprises with comprehensive competitiveness for ten times. Happygo has grown into a new generation of domestic home shopping industry leader. Xiaomang E-commerce has formed a new model of video, content and e-commerce. SaturnBird Coffee, a rising star in the coffee industry, has achieved leapfrog development within three years. 

Moreover, Kaifu District supports the integration and innovation development of enterprises. The first is to serve the upgrading and development of commercial complexes, with more than 60 first stores in various types such as Moutai Ice Cream and Baby-friendly Room in the business district, with cumulative sales of nearly 900 million yuan in one year of opening. Wanda Plaza gathers 13 new energy vehicle companies, with annual sales topping 500 million yuan, which has exceeded traditional retail sales. 

Kaifu District also supports Sinopec to develop easy-to-use business, lay out new retail, test the water digitalization, and cooperate with McDonald’s, KFC and other brands. The second is to regularly carry out cross-border integration supply and demand matchmaking meetings to connect tourism, exhibition, e-commerce, supermarkets and other enterprises for Baicao Biotechnology, promote resource integration, and innovate and develop business formats.

Fourthly, Kaifu District strengthens innovation, and continues to optimize services and the development environment of new retail. It builds a new consumer service platform of the cultural tourism business to inject new vitality into the prosperity and development of new retail enterprises and support Changsha China Resources Land Building to establish the New Retail Innovation Center in Kaifu District to attract new retail enterprises and new retail service enterprises. 

Kaifu District is the first in the province to promote the dinner party, in an effort to establish a long-term working mechanism for face-to-face communication between government and enterprises, zero-distance communication, on-site handover and time-limited follow-up. 46 activities were held, in which 587 enterprises participated. 268 problems were solved in the meantime. 

In 2022, the district issued 3.5 million yuan in car subsidies and 1 million yuan in consumer coupons to bail out enterprises, driving automobile consumption of more than 200 million yuan, driving merchant consumption of 189 million yuan, and benefiting more than 1,200 enterprise stores in supermarkets, electrical appliances, oil products, bookstores, medicine, catering and other formats. 

Efforts were also made to integrate the resources of the cultural tourism business district in the district. The selection of Internet-famous brands, stores, sites and consumption demonstration units kicked off in Kaifu District, which enjoyed over 1.29 million visits.
