From January to October this year, the total retail sales of consumer goods in Kaifu District grew by 4.1%, 3.5 percentage points higher than the whole country, 1 percentage point higher than the whole province and 1.1 percentage points higher than the whole city. Meanwhile, 2 provincial-level renovation and upgrade pilot pedestrian streets and 17 municipal-level nighttime consumption demonstration sites were added.

It is thanks to the practical measures taken by Kaifu District to enhance momentum of consumption development that such results as mentioned above can be achieved. The district has set up a leading group to attract investment, established “five mechanisms” such as regular meetings, list management and special class services, and created a new situation involving 12 main departments for investment attraction, 16 sub-districts and 38 departments for element security.

It has also made tough moves to establish characteristic urban blocks like Chaozong Street, which has introduced 211 merchants with the number of shop brands accounting for 50.7%, and was selected as one of the “Tourism and Leisure Blocks in Hunan Province” and one of the “Renovation and Upgrade Pilot Pedestrian Streets in Hunan Province” in 2022.

It has adopted practical measures to enhance momentum of consumption development.

The nighttime economy is the development direction in which all parts of the country are striving to make an impact. Kaifu District paid close attention to the promotion of nighttime consumption and added 17 municipal-level nighttime consumption demonstration sites. Moreover, it issued the “Seventeen Rules for Relieving and Warming Enterprises”, further expanded the implementation rules for the use of foreign capital to promote high-quality economic development, and promoted the implementation of temporary measures for economic development rewards.

It has made quick moves to improve the efficiency of the consumption. Kaifu District supported Bofu International Square to carry out “Kaifu Night Food Festival - Kaifu District Night Economy Consumption Festival”, which led an increase in passenger flow and sales. It also assisted in the opening of Runhe Rainbow Park, visited over 100 commercial enterprises, conducted supply and demand matching sessions for enterprises including Jiajia Group and Baicao Biotechnology, and helped SINOPEC Hainan Oil Products High-speed Company to carry out 6 refueling and recharge activities.

It is the first in Hunan to launch a dinner meeting activity on the theme of the “government-enterprise joint heart to talk about development”. Every month it invites entrepreneurs in various industries to have dinner, share information and talk about how to achieve further development. Efforts are being made to establish a long-term mechanism for face-to-face communication between the government and enterprises, on-site delivery and limited-time race.
