Oct 24, 2023 Print

On October 19, the National Conference of Technological and Standard Innovation for Private Enterprises was held in Changsha.

At the conference, the list of national science and technology innovation parks of private enterprises was announced, with 12 parks across the country selected. Changsha Jinxia Economic Development Zone (EDZ), recommended by the Hunan Federation of Industry and Commerce, was included in the list.

To accelerate the construction of Changsha as a global research and development center city, Jinxia EDZ has sped up the construction of the Jinxia Base of the National University of Defense Technology and fully promoted the development of the park through technological innovation.

The park has completed the application of high-tech enterprises for 90 companies, and 174 technology-based small and medium-sized enterprises have been evaluated and recognized.

From January to September, the registered value of 128 technology contracts reached 1.248 billion yuan, a year-on-year increase of 146.72%. R&D expenses of industrial enterprises above designated size reached 157 million yuan from January to August, a year-on-year growth of 3.62%.

Jinxia EDZ has formulated an action plan to fully construct a first-class innovation ecosystem and defined work objectives in 2025.

Jinxia EDZ will achieve significant integration and development with the National University of Defense Technology, with an annual average growth of over 20% in the value of technology contracts. The construction of national-level innovation platforms will be advanced steadily, with major breakthroughs in the construction of national large-scale scientific facilities. Efforts will be made to facilitate the development of the manufacturing industry in the park, and achieve zero breakthrough in the number of national manufacturing benchmark demonstration enterprises (products) and single champion enterprises (products).

The number of national specialized and innovative “little giant” enterprises will reach around 6. The number of various types of innovation platforms will hit about 100. 90,000 talented people of innovative and entrepreneurial teams will be attracted.

The number of innovative entities will increase significantly, with over 240 high-tech enterprises. The scale of industries will be improved, with the proportion of operating income of high-tech industries accounting for over 30%. Innovation investment will increase, with R&D expenditure reaching over 3%. There will be a significant increase in invention patents, with the number of invention patents per ten thousand people reaching over 100.

The park has actively promoted the province’s top ten technological research projects, such as the TGONG’s Ultra-precision Machining Equipment Project, and the city’s top ten landmark scientific and technological innovation projects, such as the Large Aircraft Ground Dynamics Test Platform Project.

It has concentrated resources to promote the construction and operation of the Large Aircraft Ground Dynamics Test Platform, supported its application for the national large-scale scientific facility, and included it in the national major science and technology infrastructure planning layout, building it into a world-class test platform integrating design, certification, verification, and system integration.

Since the beginning of this year, Jinxia has identified a batch of innovation platforms, including 4 provincial enterprise technology centers and 7 municipal technology innovation centers. Currently, there are a total of 52 innovation platforms at or above the municipal level in the park.

Major innovation projects such as the Tianhui Aerospace Industrial Park project, the Dingtong Technology Intelligent Manufacturing Production Base project, and the Leayo Intelligent Manufacturing Factory project have been introduced.
