Currently, Changsha has embarked on a new journey of building itself into a global R&D center city and Jinxia Economic Development Zone (Jinxia EDZ) has taken action to contribute to this goal.

In the construction site of the large aircraft ground dynamics test platform project, its first phase has entered the final stage and will be put into operation this year.

As one of the four major scientific installations in Hunan, it will be the second world-class and only domestic test platform capable of testing various aircraft tires, airplane wheel brake systems, etc., which is expected to help Changsha and even Hunan achieve a breakthrough in large national scientific installations.

Not far from the project is the TGONG Ultra-precision Optical Manufacturing Industrialization project, which is one of the top ten technological research projects in Hunan in 2023.

This project serves the national strategy to meet significant demands in the field of optical processing and manufacturing. With the technical support from a team of top domestic ultra-precision processing experts, it strives to break through the core technology of ultra-precision processing, and is committed to building an ultra- precision optical manufacturing industrialization base that integrates R&D, manufacturing and testing based on the manufacturing of optical components and optical equipment.

Jinxia EDZ is striving to make new contributions to help Changsha built into a global R&D center city by taking a variety of measures.

Promote scientific research and innovation by gathering resources

At present, an industrial pattern dominated by the transformation and application of advanced technology products, and featured by pharmaceutical logistics and medical devices has been basically formed in the park. 

With the strong rise of the medical device industry, Hunan’s first innovative service station for drug evaluation and adverse reaction monitoring center has been established, and Changsha’s first special policy for medical devices has been formulated. Currently, 608 enterprises have gathered, ranking second in Changsha and fourth in Hunan.

R&D enterprises is agglomerating. There are now 52 sci-tech innovation platforms at or above the city level in the park, ranking at the forefront among the provincial-level parks in the city. 

There are 185 high-tech enterprises and 146 technology-based small and medium-sized enterprises, with an average annual growth rate of 27.59% and 35.2% respectively. And there are 40 “Little Giant” enterprises.

The R&D funds are constantly increasing. In 2022, the enterprises above designated size in the park invested 290 million yuan in R&D, with a transaction value of 1.562 billion yuan for technology contracts for transformation of scientific and technological achievements, a growth rate of 57.3%. And there are 602 technology contracts, a growth rate of 478.9%, ranking first in the provincial-level parks.

Jinxia EDZ continues to expand scientific research cooperation. It has cooperated with more than 10 well-known universities, and signed a strategic cooperation framework agreement with Yuelushan University Science and Technology City to carry out in-depth cooperation.

As one of the three major industrial functional areas in Changsha, Jinxia New Town can provide broad development space for the construction of a R&D center city.

At present, the park has over 800 hectares of exploitable land, making it the only industrial functional area in the main urban area with vast space.

Meanwhile, Jinxia New Town has a picturesque natural environment with a forest coverage rate of 45%. It also has the most cost-effective housing resources in the city and well-known primary and secondary schools in Hunan. Technological talents can live and work in peace and contentment in Jinxia.

Optimize the business environment to attract investment

An aviation project is a major project introduced by Kaifu District and Jinxia EDZ. However, problems such as the selection of office space, production plant site, and testing production base site in the early stage have not been determined, which worried the enterprise.

Jinxia EDZ is the only comprehensive park integrating transportation advantages of “shipping, railway, highway, pipeline and airport” in Hunan, and has won titles such as a China’s logistics demonstration base, a national e-commerce demonstration base, China (Changsha) cross-border e-commerce comprehensive pilot zone, a land-port-type national logistics hub, a national multimodal transport demonstration project, a “Belt and Road” (Changsha) SME cooperation zone, a collaborative linkage area of Hunan Pilot FTZ.
