Jinxia helps Changsha develop into global R&D center city

“The large aircraft ground dynamics test platform is now under construction in Jinxia. After completion, we will strive to include this platform in the national major scientific and technological infrastructure plan, helping Changsha and even Hunan achieve a zero breakthrough in national major scientific devices.”

Recently, Li Ming, an official of Jinxia Economic Development Zone, expressed that they will exert efforts to contribute to Changsha’s ambition of becoming a global R&D center city.

As a representative of the enterprises returning to Hunan, Leayo has recently relocated its intelligent manufacturing factory and the solution R&D center project of the AI computing power center to Jinxia Economic Development Zone from Shanghai.

The project only took a month from the first negotiation in June of this year to the official signing, thanks to the efficient and favorable business environment of Jinxia Economic Development Zone. One billion yuan will be invested in the project successively to build an intelligent manufacturing factory and an advanced computing R&D center.

In recent years, an increasing number of R&D platforms have gathered in Jinxia Economic Development Zone. The park has 52 sci-tech innovation platforms at or above the city level, ranking at the forefront among provincial-level parks in the city.

The ultra-precision machining equipment project led by TGONG was selected as one of the top ten technical research projects in Hunan Province in 2023. 

The large aircraft ground dynamics test platform led by Academician Huang Boyun settled in Jinxia, being the world’s second after NASA in the United States and Asia’s first large aircraft test platform. 

The park has also established the first innovation service station of Hunan Drug Review and Adverse Reaction Monitoring Center.

Li Ming believes that Jinxia Economic Development Zone will help build Changsha into a global R&D center city based on its multiple advantages. There are 185 high-tech enterprises, with an average annual growth rate of 27.59%, and 146 small and medium-sized technology enterprises, with an average annual growth rate of 35.2%. The growth rate of technology contract turnover last year was close to 60%, ranking first among provincial-level parks. 

Meanwhile, the scope of scientific research cooperation continues to expand. Jinxia has cooperated with more than ten well-known universities, including National University of Defense Technology and Hunan University, and established Changzhong Machinery-Northeastern University Intelligent Manufacturing Industry Research Institute, and Drawin Group-Southeast University Prefabricated Building Joint R&D Center.

Jinxia New Town is one of Changsha’s three major industrial functional areas, with its total population to reach over 740,000 and a total urban construction land area to hit over 76 square kilometers by 2025.

The construction of Jinxia New Town will significantly enhance Changsha’s core competitiveness and comprehensive strength.” Li Ming believes that Jinxia New Town’s industrial foundation can provide strong support for the construction of a global R&D center city. 

To build a global R&D center city, efforts should be made to strengthen the construction of industrial clusters to bolster emerging industries such as aerospace, life sciences, and intelligent equipment. Currently, the park has basically formed an industrial pattern focused on the transformation and application of advanced technology products, and characterized by pharmaceutical logistics and medical devices. 

Once the large aircraft ground dynamics test platform project is completed, it will become the only one of its kind in China and may constitute a part of national major scientific and technological infrastructure. When the ultra-precision optical manufacturing industrialization project is completed, it will achieve mass production of high-end optical components and ultra-precision equipment, filling the gap in the field of Hunan’s advanced ultra-precision manufacturing. 

Jinxia Economic Development Zone will empower Changsha’s construction of a global R&D center city in the following four aspects:

The Jinxia Base of the National University of Defense Technology will be built. Relying on the resources and talent advantages of the National University of Defense Technology, Jinxia will gather technical research centers and pilot bases, construct a high-standard institute of mathematics, and create an advanced technology innovation valley.

An application will be made for a national major scientific device. It will assist enterprises in including the large aircraft ground dynamics test platform in the national major scientific and technological infrastructure plan.

A number of major innovation platforms will be cultivated. Currently, based on existing sci-tech innovation platforms, Jinxia Economic Development Zone will create a group of ecological innovation consortia, gather upstream and downstream key enterprises, research institutions, and application units of the innovation and industrial chains for long-term collaboration, in a bid to help achieve a synergy in terms of technological innovation, mutual recognition of standards, product support, etc., establishing a number of R&D innovation platforms.

In the park, an innovative integration chain of “validation-pilot plant test-incubation” will be established, vigorously supporting the construction of industrial concept validation centers, and providing public services such as early-stage assessment of technological achievements and technical feasibility evaluation. 

Pilot bases will be set up, offering pilot research, process verification, and other services. Special policy support will be provided to platforms rendering effective services in the park.
