Kaifu District is located in the northern part of Changsha, with a total area of 188 square kilometers and a permanent resident population of nearly 850,000.

There are two development zones, two parks, one administrative authority, one center, and sixteen sub-districts under the jurisdiction of Kaifu District government, namely the Jinxia Economic Development Zone, Kaifu High-tech Development Zone, Malanshan Video Cultural Creation Industrial Park, Qingzhuhu Eco-technology Zone, Hongshan Administration, Jinxia Bonded Logistics Center, Qingzhuhu Sub-district, Hongshan Sub-district, Wangluyuan Sub-district, QingShuitang Sub-district, Xiangyalu Sub-district, Wujialing Sub-district, Xinhe Sub-district, Dongfenglu Sub-district, Tongtaijie Sub-district, Sifangping Sub-district, Furongbeilu Sub-district, Yuehu Sub-district, Liuyanghe Sub-district, Laodaohe Sub-district, Shaping Sub-district, Xiufeng Sub-district.

Kaifu District covers a total area of 188 kilometer squares, including 65 kilometer squares of built-up area and 3,307 hectares (33.07 kilometer squares) of arable land. By the end of 2017, the registered population was 488,000, among which 446,900 people were non-agricultural population.
